Father of Raincoat - Charles Macintosh



Charles Macintosh (1766 - 25 July 1843) was a scottish scientish and inventor of waterproof fabrics. The Macintosh raincoat is named for him.

He spent all his life time to science, especially to chemistry and before he was twenty he resigned his clerkship to take science as his life, specifically Chemistry. In this he was highly successful by his various new inventions, which take him to the next level of research.

Here the miracle happened when he was in experiments with one of the byproducts of tar - NAPTHA led to his invention of waterproof fabrics.The soul of Macintosh process was the sandwiching of an impermeable layer of solution of rubber in naptha between two layers of fabric. For his various chemical discoveries he was, in 1823, elected a fellow of  the royal society.

A 1969 batch IAS officer of U.T cadre, he served as Home Secretary under Vajpayee government

Former IAS officer Anil Baijal is all set to be appointed as next Lieutenant Governor of Delhi as President Pranab Mukherjee gave his approval on Wednesday.
There was no official communication from the President’s House till Wednesday night but External Affairs Minister Sushma Swaraj posted a tweet welcoming Mr. Baijal as the Lt. Governor of Delhi.
Mr. Baijal, a 1969 batch IAS officer of U.T cadre, served as Home Secretary under the Atal Bihari Vajpayee government. He is currently associated with the Vivekananda International Foundation.

Fresh guidelines on Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 issued by DoPT 





The Minister for Women and Child Development, Smt. Maneka Sanjay Gandhi, had held a review meeting on implementation of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 on 26.10.2016. During the meeting, some cases of sexual harassment pending with certain ministries/ departments were also examined. On the basis of the discussions, it was decided that DoPT will issue fresh instructions so that some of the issues can be suitably addressed.

On the basis of the decisions taken, DoPT has issued fresh guidelines regarding Sexual Harassment of Women at Workplace vide their Office Memorandum dated 22.12.2016. According to the O.M., following have to be observed by the ministries/departments and Internal Complaints Committees:
(i)         Brief details of the implementation of the Sexual Harassment of Women at Workplace Act including the number of cases received and disposed shall form a part of the Annual Report of all ministries/ departments and authorities there under.
(ii)        The enquiry of cases must be completed within 30 days and under any circumstances within 90 days from the date of the complaint.
(iii)       The ministries/ departments etc. have to keep a watch on the complainant so as to ensure that she is not victimized in any manner because of her having filed the complaint. The aggrieved woman has been given further option to send representation to the Secretary or head of the organization in case she feels that she is being victimized because of her complaint. The concerned authority will be required to dispose of this complaint within 15 days.
(iv)       All ministries/ departments etc. are now required to submit a monthly progress report to the Ministry of Women and Child Development so that the progress can be monitored.

Smt. Maneka Sanjay Gandhi, while appreciating DoPT for having quickly issued the guidelines, stated that the WCD Ministry shall continue to work on issues related to sexual harassment of women at workplace and she will be holding further consultations to see if there are any other areas which need to be looked into. The WCD Ministry will be coming out with a comprehensive plan to train the heads of Internal Complaint Committee under the Central Government Ministries/ Departments, the Minister added.

Gurgaon could become first in country to get Caterpillar Train

Haryana has taken the lead to set up a pilot corridor for the “Caterpillar Train”, a new concept for urban mass-transit solution designed by an Indian Railway officer which won a global award at the MIT in the United States earlier this year.
Chief Minister Manohar Lal Khattar has instructed his office to coordinate with local authorities in Gurgaon and figure out a way forward, especially in terms of space, for the pilot corridor.

Ashwani Upadhyaya (43), the railway officer who co-invented the Caterpillar Train concept, along with Emil Jacob — both PhD scholars at MIT — met Khattar on December 8 in Delhi.
“The CM liked the idea. He instructed officers to take it forward, so local authorities have been informed. We are looking at a ‘Proof of Concept’ at this stage,” said Rakesh Gupta, additional private secretary to the CM.
Accordingly, Upadhyaya held meetings with Gurgaon deputy commissioner T L Satya Prakash and police commissioner Sandeep Khirwar to discuss a few possible areas for the corridor.
The busy area between HUDA City Centre and Sushant Lok is one of the areas they have zeroed in on, although he talked about an area near the Ambience Mall with Khattar.
“I have been asked to take help from the state’s GIS department to select a suitable corridor. Police were of the view that the corridor may be best suited for a stretch that has transport demand but does not have proper bus service yet. But they said we were free to decide a stretch of our choice after proper scouting,” said Upadhyaya.
Jacob also arrived in India to help scout for a place. The estimate is about $3 million for a “stripped down” pilot system and about $20 million for a full-fledged automated system, he said. The Caterpillar Train, or
C-Train, envisages a citywide network of lightweight, elevated train coaches running at about 100 kmph on a track supported by poles bent into arches.

3.2 No substitute holiday should be allowed if any of the festival holidays initially declared subsequently happens to fall on a weekly off or any other non-working day or in the event of more than one festivals falling on the same day.

4. The list of Restricted Holidays appended to this O.M. is meant for Central Government Offices located in Delhi / New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.

5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idu’l FitrIdu’l ZuhaMuharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions after ascertaining the position from the Govt. of NCT of Delhi (DCP, Special Branch, Delhi Police).

5.2 For offices outside Delhi / New Delhi, the Central Government Employees Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of Idu’l FitrIdu’l ZuhaMuharram and Id-e-Milad.
5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through P.I .B /T.V. /A.I.R. / Newspapers and the Heads of Department / Offices of the Central Government may take action according to such an announcement without waiting for a formal order, about the change of date.
6. During 2017, Diwali (Deepavali) falls on Thursday , October 19, 2017 (Ashvina 28). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on “Narakachaturdasi Day”. In view of this, there is no objection if holiday on account of Deepavali is observed on- “Naraka Chaturdasi Day (in place of Deepavali Day) for the Central Government Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.

7. Central Government Organisations which include industrial, commercial and trading establishments would observe upto 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi’s birthday, as compulsory holidays. The remaining holidays / occasions may be determined by such establishments / organisations themselves for the year 2017, subject to para 3.2 above.

8. Union Territory Administrations shall decide the list of holidays in terms of Instructions issued in this regard by the Ministry of Home Affairs.

9. In respect of Indian Missions abroad, the number of holidays may be notified in accordance with the instructions contained in this Department’s O.M. No.12/5/2002-JCA dated 17th December, 2002. In other words, they will have the option to select 11(Eleven) holidays of their own only after including in the list, three National Holidays and Mahavir JayantiId-ulZuha (Bakrid), Vijay DashmiMuharram, Guru Nanak Birthday and Miladun-Nabi(Id-e-Milad (Birthday of Prophet Mohammad) included in the list of compulsory holidays and falling on day of weekly off.

10. In respect of Banks, the holidays shall be regulated in terms of the extant instructions issued by the Department of Financial Services, Ministry of Finance.
