Subject : Introduction of SPARROW for completion of APARs in the DAD.
SPARROW system i.e. online writing system of APAR in respect of IDAS officers/SAOs/AOs and AAOs will be implemented phasewise. SPARROW system has been activated in respect of IDAS officers as 1st phase. The work starts with the creation of workflow by PAR Mangers. To create work flow and generate the PAR by the PAR Manager it is requested to kindly follow the instruction given below in special circumstances.
1 (a): For IFA organization:
In IFA organization, an officer among Reporting Officer, Reviewing Officer and Accepting Officer may not belong to this department. In such cases, to create work flow, select “Executive Authority 1” against the officer who is not belonging to this department and click the 3rd button under ‘ Access Privileges’ against him. An example is given below.

Go to 3rd button where message ‘auto delegation to custodian for manual work’ will be displayed. Thereafter, click the 3rd button under ‘ Access Privileges’ against him. First self appraisal is to be written by Mr.W and he will submit to Mr.X, the reporting officer through system. After submitting the report by the reporting officer, the report will come to the Custodian as it is to be processed manually to executive authority through Custodian. Custodian will download the report and hand over to the Reviewing officer manually. After completion of report by the reviewing officer, the same is to be sent to Custodian in hard copy. The Custodian will scan it, upload the scanned copy in sparrow system and submit to the Accepting Officer for completion.1 (b): For Factory organization:In factory organization, duel reporting or dual reviewing systems (where one officer belonging to this department and another is outside department (i.e.GM/Sr. GM) are available. In suppression of this office O.M. No. l(1)/2011/UTA/365 dated 1st August 2016 on the above subject (copy enclosed), as per the amendment in Rule 44 issued vide Government of India Notification No. G.S.R. 412 (E) dated 27-04-2017 (copy enclosed), all payments to Government servants, including salary payments, shall be made by electronically signed payment advices for direct credit to their bank accounts, subject to availability of banking facilities:
Provided that a one-time relaxation may be granted for payment by other recognized modes in cases of hardship where the reasons are duly approved by the Head of Department and Financial Adviser.
This issues with the approval of the Finance Minister.

New Delhi: Retirement fund manager EPFO or Employees
Provident Fund Organization has reduced the stipulated period for
settlement of various claims such provident fund withdrawal, pension and
insurance to 10 days, from 20 at present. In July 2015, the Employees'
Provident Fund Organization (EPFO) had reduced the timeline for settling
various claims to 20 days to improve the service delivery for its over
four crore subscribers.
EPFO has launched an online claim settlement facility and plans to eventually settle claims of all Aadhaar and bank account seeded employee provident fund accounts within three hours
of receipt of an application. "The timeline in case of claim
settlements is 10 days and 15 days in case of grievance redressal
management," EPFO said in a statement.
Provident fund subscribers can complete the whole process
online and members neither need to interact with the employer and nor
with EPFO field office to submit the online claim, the retirement fund
body said. The claim submitted by the member would flow in soft form to
EPFO database where it will be processed and the member's bank account
will be credited. Member is not required to give any supporting document
while preferring online provident fund part withdrawal case.
Subscribers who have activated their UAN and seeded their
KYC (Aadhaar) will be able to apply for provident fund final settlement
(Form19), pension withdrawal benefit (Form10-C) and part withdrawal
(Form31) from their UAN interface directly.UAN or Universal Account
Number is allotted by the retirement fund body and the number allows
portability of provident fund accounts from one employer to another. The
number also allows members to view all their provident fund accounts
with current and former employers. The number also helps in transferring
balances from old provident fund accounts.
Members' bank account along with IFSC code should be seeded
in EPFO database. Permanent Account Number (PAN) should also be seeded
in EPFO database for PF final settlement claims in case his/her service
is less than five years.

Revision of 7th Pay Commission Pension on notional pay – Confederation’s Analysis
Modification made appears fixing the pay of pre 2016 retirees notionally
in revised pay matrix and then fixing pension at 50% of pay. If the
pension so fixed is more than the pension fixed with fitment formula of
2.57 then pension will be revised otherwise no change. It is presumed
that option will be given to pensioners. For arriving at pay in revised
matrix of 7 CPC for those who retired prior to 1-1-1996 notionally there
pay will be fixed under V CPC scales and VI CPC Pay structure.
Similarly for those who retired prior to 2006 it will be notionally
fixed in VI CPC Pay structure and then in 7 CPC matrix. The pay for this
purpose is pay last drawn as recorded in their PPO. For the information
of readers fixation formula under V CPC, VI CPC and VII CPC rules is
given below.
Pay in the revised scales to be fixed at the stage next above the total even if there is stage equal to the total.

7th Pay Commission: Last date to resolve pay anomalies of government employees extended
DoPT says the deadline to resolve pay anomalies for central
government employees arising from the 7th Pay Commission implementation
will be 15 November , Government has accepted most of the recommendations of
the 7th Pay Commission and will be implemented with effect from 1
January 2016.
New Delhi: The time limit to receive and dispose of
pay-related anomalies of central government employees arising out of the
7th Pay Commission has been extended by the Center by three months.
The deadline to resolve any discrepancy arising out of the
implementation of the 7th Central Pay Commission (7CPC) reports will be 15 November, instead of 15 August, an order issued by the Department of Personnel and Training (DoPT) said.
The Centre has accepted most of the recommendations of the 7th Pay Commission, to be implemented from 1 January 2016.
“The time limit for receipt of anomalies is extended by
three months from the date of expiry of receiving anomalies i.e. from 15
February 2017 to 15 May 2017,” the DoPT order issued last week said.
The DoPT had last year asked all central government departments to set up committees to look into various pay related anomalies.
The anomaly committees were to be formed at two levels —
national and departmental — consisting of representatives of the
official side and the staff side of the national council and the
departmental council respectively.
The Departmental Anomaly Committee is chaired by the additional secretary or the joint secretary (administration) concerned.
“The National Anomaly Committee will deal with anomalies
common to two or more departments and in respect of common categories of
employees. “The Departmental Anomaly Committee will deal with anomalies
pertaining exclusively to the department concerned and having no
repercussions on the employees of another ministry or department in the
opinion of the financial adviser,” the DoPT had said.
The committees have been mandated to receive anomalies
through secretary, staff side of respective council. Cases where there
is a dispute about the definition of anomaly and those where there is a
disagreement between the staff side and the official side on the anomaly
will be dealt by an “arbitrator”, to be appointed out of a panel of
names proposed by the two sides, it had said.
The arbitrator will consider the disputed cases arising in the anomaly committees at the national as well as department level.

State Bank of India has announced the SBI Special Management Executives (SME) Recruitment 2017 for experienced bankers.Those with respective PG degree can submit applications through statebankofindia.com or sbi.co.in on or before May 18, 2017.State Bank of India is India`s largest public sector bank & has over 22,500 branches all over India.
Special Management Executives (SME) are appointed in specialized departments in SBI to oversee and supervise certain banking activities.Hence the job profile of SMEs would differ based on the division they are appointed.
This SBI special management executive (SME) recruitment 2017 is exclusively for State bank of India.Hence IBPS bank exam scores are not required to apply for these positions.

Special Management Executive (SME – Scale II): 273 PostsSpecial Management Executive (SME – Scale III): 281 Posts
The total annual salary at a city like Mumbai for SME (scale II) is Rs.13.07 Lacs and for SME (scale III), it is Rs.15.86 lacs.They are also entitled for medical facilities, leased accomodation & other allowances.

| SME (scale II) | * 25 to 35 yrs of age * Should have completed CA / ICWA / ACS / MBA (Finance) in full time or equivalent post graduation degree in Finance. * 5 years experience as executive in Supervisory/ Management role in any scheduled commercial bank OR a public sector financial institution or company Of this 5 years, 2 years experience in Corporate/ SME credit is required. |
| SME (scale III) | * 25 to 45 yrs of age * Should have completed CA / ICWA / ACS / MBA (Finance) in full time or equivalent post graduation degree in Finance. * 2 years experience as executive in Supervisory/ Management role in any scheduled commercial bank OR a public sector financial institution or company. |
# Age relaxations for OBC: +3 yrs; SC/ST: 5 yrs is common for all positions.
Selection Process:
The selection of candidates will be based on Online written examination, Group exercise and/ or Interview.The online objective test is conducted in the month of June 2017 for a total of 150 and 200 marks, depending on the post.
Candidates are required to qualify in each of the objective tests by securing minimum passing marks, which will be decided by the bank.
Shortlisted individuals are then called for Group exercise (discussion) and Personal Interview.
